Performance and financial evaluation of minor lift irrigation schemes in Northern Karnataka

Abstract


Minor Irrigation Department of Karnataka implements Minor lift irrigation schemes (MLIS) across the state to facilitate agricultural activities. However, in recent years it has been a common observation that some MLIS were not working properly. By enhancing performance of these MLIS the economic condition of farmers can be improved considerably. The present study was taken up to assess performance and financial feasibility of minor lift irrigation scheme in Northern Karnataka. The Adihudi-Todalabagi Minor Lift Irrigation Scheme in Bagalkot district of Karnataka was purposively selected for the case study. For fulfilling objectives of the study, necessary primary data on cropping pattern, costs and returns and land use from the sample farmers through personal interview for the year 2004-05 were collected. Secondary data on technical details of the project were sourced from the Government Departments like Minor Irrigation, Agriculture etc. Findings of the study revealed that irrigation facility from the MLIS increased net sown area and enhanced cropping intensities. Results of feasibility analysis in terms of NPV, PBP, BCR and IRR indicated that investments in the Adihudi- Todalabagi MLIS were financially feasible. Since the financial feasibility analysis of normally working MLIS revealed its relevance, these schemes need to be continued at suitable locations. The findings suggest ensuring availability of minimum amount of water in the river by constructing small scale barrages. To improve overall efficiency of water resources management under the schemes, it is suggested to transfer complete responsibility of operation, maintenance and management of scheme to the Water User Cooperative Societies (WUCS) in the command area. Since the MLIS are run on electricity, special emphasis needs to be placed upon adequate power supply to operate the lifts
